Land Contamination Management

Land can become contaminated when hazardous substances are not used, stored or disposed of appropriately. Contaminants in site soils can have adverse effects on human health, and environmental quality. They can also limit how the land is used, or what activities can occur on it.

Envira’s land contamination services are undertaken in accordance with the NES (Soil Contaminants) and the Ministry for the Environment contaminated land guideline series.

At Envira, we can offer you the following land contamination management services:

  • Preliminary Site Investigation (PSI) reporting.

  • Detailed Site Investigation (DSI), including on-site multi-media sampling and reporting.

  • Remediation option assessment.

  • Site validation assessment.

  • Site management plan preparation.

  • NES consent application preparation.

  • Pre-purchase site assessments (desktop investigations and/or on-site sampling).

  • Bulk hydrocarbon fuel underground tank removal - associated sampling and reporting post-removal.

Hazardous Substances

Many sites throughout New Zealand use hazardous substances. Their storage and use can often require a resource consent from local authorities, depending on the quantities involved.

At Envira, we can offer you the following hazardous substance-related services:

  • Assessment of hazardous substance facilities using the Ministry for the Environment Hazardous Facility Screening Procedure (HFSP) methodology.

  • Preparation of resource consent applications (including Assessment of Environmental Effects preparation) for hazardous substance storage and use.

We can help you to prepare a resource consent application (including the Assessment of Environment Effects) for lodgement with your local council.

We’ve previously produced applications for various activities including:

  • Discharge of contaminants to air - particulates (dust), combustion products, odour

  • Discharge of contaminants to land - industrial wastewater, treated municipal wastewater, treated domestic wastewater, treated animal effluent.

  • Bulk storage of hazardous substances

  • Land use intensification activities (including Overseer modelling to support the application).

We can prepare or review management plans that may be needed, as part of the resource consent process.


Environmental Management/Reporting

Resource Consent Processing

Regional and district council planning and consents sections can sometimes find meeting statutory timeframes a challenge, due to high consent volumes and a lack of in-house technical expertise and skills.

At Envira, we offer consent processing services, providing a cost-effective solution for councils in managing their workloads.

We have processed resource consent applications for various activities including:

  • Gravel extraction.

  • Cleanfill placement.

  • Placement of contaminated soil onto/into land..

  • Discharges of treated municipal wastewater to water, the Coastal Marine Area and land.
